Wilmer Osmany Ramos-Giron, a 34-year-old Guatemalan, faced multiple felony charges, including abduction by force and felony strangulation, for which he was initially held in a detention center for two months before being released due to a plea deal.

The plea deal, arranged by Fairfax County Commonwealth Attorney’s Office under Steve Descano, reduced Ramos-Giron's charges to misdemeanors, significantly lowering the potential prison sentence he could face from up to 16 years to a much shorter term.

The decision by Descano’s office, which claimed the plea deal was desired by the victim, was met with controversy as the victim denied wanting such a deal, and the office has been criticized for its approach to federal immigration laws.

Ramos-Giron had been deported twice prior but managed to re-enter the U.S., raising concerns about his disregard for immigration laws and the safety risks he posed, as highlighted by officials from ICE.

Governor Glenn Youngkin's office expressed disappointment in the county attorney’s handling of the case, emphasizing that public safety should be prioritized over shielding illegal immigrants deemed dangerous.

Steve Descano’s campaign received substantial financial support from a PAC funded largely by George Soros, leading to scrutiny over the influence on his prosecutorial decisions, particularly regarding immigration enforcement.

ICE remains steadfast in its mission to remove criminal alien threats from communities despite the challenges posed by local jurisdictions that resist federal immigration enforcement efforts.
