When could the NBA add expansion teams?

NBA commissioner Adam Silver was recently on the Dan Patrick Show where he was asked a question about what the NBA's plans with expanding are over the next few years.

Silver gave a serious hint that he and the league would be looking into the possibility of it this offseason.

Even if the NBA decided this summer to add an expansion team or two to the league, it would likely take a couple of years to go into effect.
